| $800,000 fine on improper stock purchases of $50,000,000 = 16 percent charge. You could almost look at that as a sales tax... In a few countries, the law books specify fines not as a flat sum, but as a percentage of the person's total fortune - instead of basing the fine on how much the crime hurt the state, it's based on how much the punishment should hurt the criminal. So a speeding ticket for doing, say, 80 in a 50, might be $200 for J. Avg. driving an 8 year old VW Golf, but $200,000 for a multimillionaire driving last year's Porsche.
