All internal Apple fax modems, many Bluetooth-enabled mobile phones (depends on your phone and service provider), and some external USB modems can fax with Mac OS X Panther.

I was working on a system just a couple of weeks past, using a Zoom USB modem, dialup on Panther, so Yes, Panther will support dialup through (at least that Zoom) USB model.
