setting up FTP for client access behind firewall

I would like to setup my PowerMac to act as an FTP server to grant clients access to their files. I am behind a dlink di704 router with a dynamic IP. I would like to grant multiple accounts that would point to different folders.

On another related note, is there any way to setup an application to automaticly login to an FTP server and grab files at a given time? This would need to be on a weekly set shcedule. It was also need to tie into a backup program (Dantz Retrospect?) for archiving on my FireWire HD.
