We need a tad more info.

Tell us about the file.
What do you think it should be?
Where did you get it?
What is its extension (if any)?
What does a "get info" (hi-lite and press command-i) tell you?

oh, that's a windows exectuable, you can't open it on a Mac unless you have VirtualPC, a quite expensive application that can emulate a windows environment on your Mac... if you tell us which kind of application is that one, maybe we can tell you which kind of app you need on a mac for that use...

That is an PC program. Did he tell you he sent that file to you? I ask this because it maybe a virus from a Trojan on his computer.

MisterMe will become famous soon enough
Ditch it. iTunes plays MP3 and AAC files. Download and install Microsoft's Windows Media Player and you have WMA covered except for the DRMed tracks.
