Buzzy/statiky Noise In Computer

My iMac 400 120GB hard drive running OS10.2.8 has been to the shop for a needed new drive. All my diagnostics like Disk Warrior, MacSweep, Cocktail say all is well but I have a noise that started before my drive began to fail. The drive is new and fine but the noises persist. It is worst when booting up but occurs when opening apps, scrolling or just for no reason. The speakers are not the problem cuz the noise is there with all sound OFF. It is sorta like the static or buzz you hear when a station is not tuned properly or is fading out. I cannot find any one thing that will produce the sound every time I try it so it is random. When my computer was new it was soundless. Also, when I put in a CD the sound is louder. Can you help me?
