Angry safari/ie/entourage not working, but machine is pingable

I have a user who called me today because his internet programs have ceased functioning. He can open up safari/ie/entourage, but they time out while trying to connect.

He is able to ping/traceroute machines on the outside world, and his machine is pingable, so I think the problem lies with the applications and not the network settings. But I am not sure.

He said he upgraded to 10.3.9 about a month ago and has "had trouble getting into Entourage since then", but it always eventually worked. He also opened up a sober .zip file yesterday afternoon but AFAIK the sober worms only affect pc's.

Anyone have suggestions?

Does he have any sort of proxy set up? Has he mucked around with his firewall settings?

Can he ping a site by its hostname (ie yahoo.com) and then by its IP address? (ie 66.94.234.13)?

What happens when he tries to browse to a site's IP? http://66.94.234.13 ?

it's not a dns issue - i can ping a site by its hostname and by its url. but, when i try to browse in IE - either to http://hostname or http://ip, the error "A connection failure has occured" comes up. in Safari, it just stalls while contacting "66.94.234.13" or whatever else. Entourage is also unable to connect to his mail server.

so - magically this has fixed itself, after a reboot. (the machine has been rebooted several times during the day, but for some reason this last one triggered *something*.)

any ideas on what caused this problem, or how i can find out more information?

Odd-

Were any caches cleared out? Also, was it affecting any other net-apps (other the the cli tools)?

so - this issue is continuing, with no real rhyme or reason as to what is causing it. It will randomly "fix" itself, but more often than not the machine is not able to talk to the world from mac applications.

This appears to be systemwide, as I created a new user and experienced the same issues under the new account.

I am going to run Cocktail on it today; but do you have any other suggestions?
