Mail app doesn't recognize me

I reinstalled OS 10.4 on my Mac Mini, using the Archive and Install option to preserve existing account settings. I then updated the System software to 10.4.7 using Software Update. Now when I launch the OS X's Mail app my existing POP account doesn't appear, there are no messages in my inbox, and I am unable to connect to the POP server.

However, I can work around this problem by following the path /Library/Mail/POP-my_account/ and double-clicking on one of the message files stored in the one of the mailbox folders. In other words, my POP email account files exist on my computer, and I can access them, but I have to do it in a round about way.

How do I fix the Mail app?
