Apps wont run after rolling back from Tiger to Panther

I have a G4 iBook, 128MB Ram. It's about 2.5 years old. It ran very well until a few months back i decided to install Tiger, which slowed everything to a crawl. I tried everything to fix it. Disable dashboard , disable spotlight, repair permissions, disk utility, etc. So I decided to just go back to Panther. After the reinstall, most apps won't run, including Activity Monitor, Quicktime, and Print Center. When I try to run Disk Utility now I always get an error, something like: "Disk Utility has lost communication with the Disk Management tool"

Has anyone else run into this? Do you know of a fix? I'd prefer to not reinstall Panther because it seemed to just slow everything down, I don't think my machine can handle it.
