Mac OS 10.3.9 Permission Beachball Safari

Hey guys,

I have Mac OS X 10.3.9 on a G5 and my Safari keeps on giving me the beach ball and freezing. I have to force quite it to be able to continue. I have tired fixing my permissions form the Mac OS 10.3 CD and still no change. I have also delete all the Safari preference from the home folder and still no change. What am I doing wrong?
