If you want the next version of MacOS X, then that would be MacOS X 10.4.0. It is a paid update. You may [and should] then upgrade any version of MacOS X 10.4 to MacOS X 10.4.11 free of charge via Software Update. The updater is also available from Apple's website as a free download.

Please check your hardware before buying an update.

And be sure about what you are looking for. iLife is not included in the software update.

'I HAVE A MAC OS X 10.3.9. What is the next program after that?' - Any application that is compatible with MacOS X 10.3.9 ('Panther'), and the specifics (microprocessor frequency, RAM, video, disc drive, etc.) of the Macintosh it is installed on.
