How to assign Hotkey?

Is it possible to assign a Hot key to an App/Icon? e.g. F13 key to launch terminal? While checking mails just pressing F13 might bring Terminal...

Butler (freeware), MaxMenus (shareware), QuicKeys (commercial), Spark (freeware), ...
