dvd burning help please

i have a mac 10.4.11 powerbook g4 with above info. using the dvd-r discs try and make copies of my photos does not work. the msg i receive is always low laser power. also, with toast 8 titanium, to make a disc copy of a non-css disc, that same issue.

the machine goes through all the motions and downloads, and the copies but at the last second of "copying" an error message pops up and it failed to write.

losing patience here ......
