Tiger plays no internet sound

Why is it I'm on 10.4.11 and I can't hear any internet music/sounds? I've got 10.4.11 installed and I have more than one user account; both are foobarred. What's up with Tiger?!

Any help appreciated. I've tried Firefox and Safari.

I've reinstalled Flash and repaired permissions. I also have the issue where I can't download TinkerTool. I posted about this before but can't find it when i search...
