Preview Minimum Image Size

The window boarder remaining in scaled down Preview images really gets in the way. Under OS 9 you could easily scale images way down by resizing their window, with no such boarder remainder. Is there a way to get Preview to "shrink to fit" similarly? Or any comparable apps that will allow an image's window to minimize smaller than the limit set in Preview?
