airport os 10.3.9

I worked out all kinks, or so I thought with setting up my mac clients to connect to Active Directory with 2003 server. Here's the problem, I'm using a wireless network and the connection doesn't seem to exist when I'm at the login screen. The only way to use the windows account is to first log in locally to the OS X client and then log off and the airport connection is there and I can login fine.

Any resolution to fix this problem? Once the local account is created from the windows account, there aren't problems, but on the first time trying to log in, i can't have this happen.
