Re-binding keys in Tiger

Hi all, this is probably a stupid question, but is there a way to rebind the keys in Tiger? I'm thinking of switching from PC to Mac, and being able to customize the keyboard will help that transition immensely.

There is some limited capability to re-define keys in the Keyboard and Mouse Preference Panel -> Keyboard Shortcuts.

There are also some very useful add ons like QuicKeys and Keyboard Maestro, they can help a lot. I use QuicKeys and have many custom key definitions.
