I have two questions to follow up on the Archive and Install I just did.
1) Photoshop is not working properly and says I need to reinstall it. Do I need to uninstall the old Photoshop, and if so how do I do that?
2) When can I remove the archived Applications, Library, etc? It is taking up 5G of my hard drive and my hard drive is almost full. But I don't want to take it off if I need anything on it. How do I know what I might need from it?

You should not need to uninstall Photoshop.
You can remove the old system files when you are sure there is nothing to manually transfer over to the new area.
Examples:
Maually installed fonts (fonts from a CD or download that said "drag this to the Library/Fonts folder."
Manually installed preference panes.
Manually installed kernel extensions (.kext files)
If you don't think you have anything like that, you can delete the old stuff.

I do have a lot of fonts in the old Fonts folder that I downloaded that are not in the new Fonts folder. How do I move them? Just drag them?
It looks like all the Applications are just the ones that came with the OS -- Address Book, iCal, etc. Can I delete them and still keep the old Library?
There is so much in the old library that I do not know where it came from or what it is. For example, there are 32 LaunchDaemons in the old Library and none in the new one. There are 13 Framework items in the old Library and none in the new one. Where did they come from and do I need to transfer them?

To move any font just drag it. I have zero LaunchDaemons and I've never had to reinstall OS X. Frameworks appear to be installed by installers.
I can't give you any better advice than that. sorry.

Thank you. I still do not know if I can remove the old Applications and keep the old library. Also can I remove parts of the old library and leave others until I am sure there's nothing in them?

To install the fonts, use Font Utility and open all the fonts and click "Install." That's a better way of doing things than just dragging the fonts over (because of the multiple font folders you may have if you run Office + Adobe apps + Whatever).
You have HOW MANY launchdaemons? Those you need to transfer over.
Your apps do not need to be transferred. These are part of the install and the upgraded versions were installed.
The library may have prefpanes and .plist files you want, but it's better to just reinstall these rather than copying items over from the "Previous Systems" folder.
Finally, to play it safe, just make a backup copy of what's in the "Previous Systems" folder just in case you need something later (some apps put your license/registration for the apps in there as well).
Usually, the best advice is to just use the Mac for a few days or weeks. If you find everything you use is working well, just delete the whole "Previous Systems" folder. However, 5 Gb is not a whole lot of space for Tiger. Apple recommends 20% of the hard drive remain empty because of all the caching that's done by the system, and that's just going to be a bigger problem with Leopard. So, think about a bigger disk for you PB.
