Mike,
It sounds as if it can't set aside enough space to create the partition it wants to create. You can typically solve this by running on optimizer, such as TechTool Pro which will optimize the data, freeing up space which will then allow you to partition the drive. (in theory)
Of course, if you have an extra drive handy, it might be easier to download SuperDuper, duplicate your drive to another disk, repartition the drive and then copy the data back. You know that would work for sure.
It sounds like what is happening is that for whatever reason, it can't relocate the files needed to create the free space for the partition, and the theory is that running Disk Optimizer in TechTool Pro will hopefully be able to free up that space, thus allowing Bootcamp to partition the drive w/o reformatting.

i don't have a big hard drive to duplicate my harddrive i can burn dvd's though i just have a question how much spave does tiger take up on a HD so i know how much i have i really want to put on vista

You need as much room as you already take up as a minimum. I would allow 120 GB for your Mac, and 30GB for your Vista.
