Can MAC 10.2.8 support Macromedia Flash and Shockware?
Macromedia website says flash 8 need:
Mac OS X 10.3, 10.4

how about pervious versions and Shockware?

Yes, previous versions work under 10.2.8. You may be able to find them at
www.versiontracker.com.

If you are talking about the browser plug-ins, they are freely distributable. However, if you are referring to runtime modules for applications, I doubt they are freely distributable. I'm pretty sure if you are developing a commercial product you will be required to pay for the use of their products and distributable components. However, I'm sure this is all clearly spelled out by Macromedia either on their website or through their product documentation. I would recommend that you seek definitive answers from them.

I refer to the browser plug-in. And I even can not find the flash browser plug-in for MAC 10.2.8 in versioncheck

Both the Shockwave and Flash browser plug-ins are compatible with all versions of OS X from 10.1 up according the versiontracker.com. I suspect what you read on the Macromedia website referred to the applications. Even the download page for the Flash viewer says 10.1 or higher.
