My Gateway PC's hard drive decided to go belly-up. After many years of PC frustration, I finally came to my senses and bought a MacBook with OSX a couple of weeks ago. My ISP was able to recover some files from the PC hard drive, including old email. The old email files are .dbx files (whatever that is) and are on a CD. How can I convert these .dbx files so I can read and use them on my Mac?

There are several
paid methods of doing what you like to accomplish. There are also free methods including the one from
Microsoft, but these requires you to do something on your Windows machine, which you apparently do not have.
The one method that may help in your particular situation is to use an in between application like
Thunderbird, which can import Outlook Express's proprietary format (.dbx). Then you can ask Apple Mail to import the mailboxes from Thunderbird by choosing File -> "Import Mailboxes..." menu item.
