I would like to cut a file in mac os x tiger but this option seems to be locked. The cut option appears shadowed in the upper menu in the finder.

The Cut command only appears in the Finder for the purpose of cutting text from a file name, not (like Windows) to cut a file in order to move (instead of copying) to another location. Instead, you should just drag the file you want to move to the appropriate new location. If the new location is a different volume, you can hold Command while dropping to force the Finder to move the file rather than copying it.
