A while ago I had a system crash, I backed up what I could with DiskWarrior (everything but mailbox content), then reinstalled OS X (formatted disk), updated, then reinstalled software - BUT:
Dashboard does not start up.
Restart does not help. Safe mode startup does not help. System Utility from OS X install disc does not help, and DiskWarrior doesn't help either. AND BackUp crashes after 6-7 seconds when I try to start the app.
Why oh why?

Try deleting the files
/Users/you/Library/Preferences/com.apple.dashboard.plist
/Users/you/Library/Preferences/com.apple.dashboard.client.plist
Also, try removing all widgets then reinstalling them. Widgets are installed to
/Users/you/Library/Widgets

I think this problem has to do with my installing an older version of OS X. I think that I bought, and installed 10.4 with Backup and Dashboard, and after the crash started with a fresh system 10.3. That would ceratinly explain the irratic behaviour after the crash...

Dashboard didn't exist in 10.3, you're correct. You may have it if you were forced to a backup, but it shouldn't run unless you have 10.4
You may want to Archive and Install to 10.4, it sounds like your system is getting confused.
