Hi and welcome to macosx.com
For instance:
http://www.download.com/Internet-Exp...-10209078.html
Please note that IE is completly discontinued on Mac Osx.
In most cases, FireFox
http://www.versiontracker.com/dyn/moreinfo/macosx/19029
is a good alternative to IE as most of "I.E only" sites
can be bypass by FireFox

Firefox will not work, is there a short cut to adding IE to my desktop and use an Icon to gain access? Or is ther a round about back door way we can do this?

Yes: select IE; right-click (or ctrl-click) > make a shortcut
Darg the shortcut to the Desktop
Or select IE; grag it to the Dock

No I can't..
(1) I cannot send any file with my response
...
(2) IE on mac is definitvly -deadly- stuck on 5.2.3
If 5.2.3 or Firefox 1.5 does not work with your X-ray lab, you need to contact the Webmaster of this site to see why he has raised such limitations
