I installed Leopard on my Powerbook G4 1.5 - and I realize that they recommend minimum 1.6 to run the new version of DVD Player - but is there any solution. With or without a DVD in the drive - it locks the computer up and I have to force a shutdown to get out.

I don't know who "they" are, but the DVD player app is not restricted to some level of processor. I have a 1 GHz PowerBook, and DVDs play fine. Some of the other iLife apps don't work too well. For example, the latest version of iMovie won't install on a G4 processor, so that must be what you mean.
Try this:
delete the file /your user account/Library/Preferences/ com.Apple.DVDPlayer.plist
Then open your DVD Player, and see if that works better. If it still freezes, then create a new user on your Mac, just for this purpose. Log out, then log in as that new user. Try a DVD. If it works, then you have some .plist file in your normal account that is corrupted in some way.
Let me know what you find out....

Hi Diae, Thanks for the quick response. When I said "they" - I was referring to Apple's statement "DVD Player requires a 1.6GHz processor or faster for improved de-interlacing." From what I've been reading since - and from your comments, that shouldn't be killing my computer.
I tried deleting the file - still no success. I created a guest account and tried without success. The application never finishes loading - it doesn't time out - I've tried letting it run/load for several minutes - but no luck. I have to force a shutdown to recover.
I'll check my activity monitor - and some of the logs to see what I can find.
