Ok,
Lets try this again... I zapped the Pram on this quadra and now the screen is slightly fuzzy and has a green hue to it. I don't want RYFM answers or "learn to live with it" answers. What can I do to restore the monitor, can I test it some how, what did the zapping do to it to make this happen?

What kind of monitor is it? Apple had problems with 15" Multi Scans.

15" Multi Scans and 17" model 1710's often develops the fault you describe due to a manufacturing defect. Color hue reverts to faded blue, pink, green, or yellow. Apparently Apple techs determined what caused the problems with these monitors. The problem was caused by a faulty deflection board which controls the video display.
