Is there a third party software or a method built into OSX that can create an image of the Partition or Hard drive containing the operating system, such as "Symantec Ghost" or Powerquest Drive Image" does for PC's?

You can make a bootable clone of OS X on another hard drive (internal or external) using Disk Utility's Restore function. Is that what you are looking for? You can also make bootable clones using other software such as Retrospect, Impression, SuperDuper, Synchronize! Pro X, LaCie SilverKeeper, Deja Vu, and others. Most will not only make a bootable clone but can then be used to maintain incremental backups to the other drive while maintaining bootability. You must use a Firewire drive as the external drive for bootable backups since you cannot boot from a USB drive.
