Hi Josh,
"sudo" is basically the ability for you to run a command as "root" without being root. The primary philosophy here is that you can give some users on a system access to do things that normally only root is allowed to do.
To access sudo, you need to be at the command line. To get to the command line you need to run Terminal, which is located under Applications -> Utilities. Once you pull up terminal, just simply type "sudo ". If you want to edit a file, you can do "sudo pico /path/to/file.conf". You will then be prompted for a password. If you are the admin of the Mac, then you can just type in your own password.
I hope that is clear, if not give me a few more specifics so I can help you out further.
Have a good day.
