How do I change the administrator user or create a new one to have the short name changed and stuff, but all the applications left for the new admin account?

You speak aqbout administrator... but your question is stored in the "mac Os 9 folder".
Do you want to speak about Mac Osx administrator ?
If yes...
To give the admin rights to another user:
SystemPrefs / Accounts
Select the target account to modify
Security tab: at the end of the pane, check "Allow this user...administrator"
After that, if you check the old admin account, this check box is now unchecked for him; the old-admin is now a simple user
Now, I do not clearly understand your "all the applications left for the new admin account" ?

Thanks so much, yesterday I got everything working after trying things for a few hours in os x. i'm selling this computer and don't want to reinstall all the aplications but i guess they'll stay even though i delete my account and create a new one.

The best solution before selling a computer -to avoid the buyer to use/register prgms you've paid for it- is to wipe (low level zeroing) the disk and reinstall the OS as it came with the machine or as it is on the retail OS cds you bought -no update, nothing-
Doing this, i.e selling the computer in the same -os speaking- state you bought it, the buyer could never argumented to you that the computer does not work because of extras/add-ons/updates. Just install the admin account with admin-admin as user-passwd
Before selling it, just show the buyer that all the Apple original softs are working
If the buyer is a newbie, you can help it by creating a new account for him. Just explain the existence of the admin account and its potential dangers in a newbie's hands
