Windows has teh Start key. Very useful for putting progrrams/files that are frequently used. Is there a keyboard shortcut bring the Dock to life? Or is there an program that replicates Windows Start? I'd like to open a column from a column. IOW, using the arrow keys to navigate across drop down columns. Combined with using the first letter of the column to navigate, its simply the fastest way to scroll through hundreds of files and folders.

If you have the Dock hidden, just press Option-Apple-D. Each time will hide, or unhide the dock.
You can easily customize the Dock with whatever apps and documents that you often use. Simple drag the app or file to the Dock, and drop it in the location that you want. Other icons will slide out of the way when you do that...
Have you checked out the Spotlight feature in Tiger?
Just click on the Spotlight in the top right corner of your screen, type in a few characters of the file that you need, and almost instantly, results are displayed. No need to find your way into a folder, and scroll to the file that you want, and certainly much faster than using arrow keys to plow across a few columns, and then still have to type a bit of the term you are looking for. And this will find files that have been misplaced for some reason. All you need is some text in the file. No need to remember (or even use) some coded file names for easier searching.
Sorry, I sell this stuff too much, and I put on my sales hat too easily. But spotlight is really fast. Is it a perfect search machine with no problems? No, but mostly is very good.

Command+Option+D permanently shows the Dock. To have to do this hundreds of times a day (twice becaause I don't want to waste screen space by not having the Dock hidden) won't work for me. Is there a way of bringing it up briefly?
What's the shortcut for Spotlight? Your proposal sounds interesting but it still involves activating a window and typing. On my PC I hit Start+V and that brings up VLC player. Start+O brings up Opera. So I launch a program in a fraction of a second with the keyboard. Obviously using the mouse would vastly slow everything to a crawl. That's what I want to do in OSX if possible. I'm being picky about this because I work better closing off applications when I'm not using them. The startup time is not so important. Keyboard typing/mouse usage is very important. I'm always multitasking anyway.

I didn't quite understand what you were asking at first. Of course, the Dock un-hides when you pass close there with the cursor.
Apple-Space is a shortcut for SpotLight
Use your Apple Help, and search for Keyboard Shortcuts - there's a huge number of those.
If you go to versiontracker.com, and search for 'hot keys' , or 'launch' , you will see a large variety of different apps, some free, some shareware or commercial
Look at Snard and iKey and DragThing. QuickKeys is another that many like.
Especially check out QuickSilver, I don't think there is anything like it on Windows. Brings up a point... (ignore the following rant)
Many here will recommend to new Mac users, such as yourself, that you should use the Mac, as is, for at least a few weeks to get a better feel for how the Mac is different than Windows, and you may discover that you don't need to bend OS X to be more Windows-like
