Is there a solution to connecting ichat via AIM with a PC using Logitech Quickcam 4000? The connection at the PC seems to work (receives video and sound) while nothing is received at the Mac.

Are you attempting to use the quickcam with the mac? That can be done using a nice piece of software called IchatUSBcam.
It allows you to use a USB cam with iChat

OK, sorry about that, I did not read that correctly.
Can the PC connect to other PCs using the quickcam?
This is exactly the setup I have here at home and I have it working. I will say that I have found some strange things on the PC side, like how I have to have AIM running first, and then start iChat on the mac to make the whole thing work properly.
The AIM machine has the most recent version of AIM I assume.
Between the two of us we can figure this one out

Thanks for the reply. I haven't been able to spend much time on this lately. However, this is something to consider. I am able to connect PC to PC using 2 Logitechs with AIM for the audio and Yahoo for the video. Otherwise, AIM alone transmits video only one way, like the mac (Isight) to PC (Logitech). I am told to try Jabber next. Any ideas?

Well jabber, as far as I know, will not get you video.
Hmm ok let's break this down.
So AIM will only transmit video one way, now that is odd. This almost sounds like a firewall issue. Do you have ports 1024 to 5000 blocked perchance?
(by the way, this is what they call straw grasping...)
I must do more research, as I said, I know this can be done, as I have it set up that way, and have gone within and outside my network here at home doing that.
