How do I convert an IFO file into an ISO so that I can play it on DVD player on my iBook G4 with mac OSX?

Is this a uniquely large IFO? Generally, IFOs are DVD information files containing scene and timing data, not the video of the movie.

You might prefer to use VLC Player for the video file, once you find it, instead of having to convert anything to use DVD Player.
