I tried to install Zoo Tycoon 2 for my iMac G4 FP 700Mhz, 128MB Ram, 40GB Hard Drive, 32MB VRAM, Mac OS X 10.3.9.

When i try to start up the game it says 32MB VRAM is required. I have the mininum requirement.

I tried to zap the PRAM adn the game worked, but when I restarted the machine it does the same memory requirement message.

I tired zapping the PRAM several times and still gives the same memory requirement message.

I think the problem may be that you don't meet all the system requirements:

System Requirements: Macintosh computer with a G4 800MHz or faster processor, using OSX v. 10.2.8 or higher, 256MB RAM, and a 32MB video card.

According to the above you need 256 MBs of RAM and you only have 128 MBs installed.

FWIW: RAM is pretty cheap. OS X shouldn't be run with only 128 MBs of RAM. You will see some dramatic improvement in overall performance if you increase your RAM to at least 512 MBs. I believe you iMac can handle a max of 1 GB. Believe me it would be well worth adding more RAM. Not only will you be able to play the game, you will find most games will play better and can be played at higher video resolutions.
