We have Cox Internet that works fine with my wife's Dell. However, when I plug the ethernet cable into her Mac Powerbook or my iBook, neither connects to the internet.
I have configured the TCP/IP settigs as suggested on the Cox website to no avail.
What should I do?
The real solution is to buy a router (or wireless router if your computers are capable of wireless/airport). Then you set it up once and can have all the computers connected to the internet whenever you want.
For the one at a time connection, you need to setup to use Configure using DHCP, then in the PPPoE tab turn on connect using PPPoE and enter username and password they gave you.

Someone just told me they think your "Cox" internet is cable, not DSL, so it doesn't use PPPoE. Hope I haven't confused you with that. Can you tell me what settings you used and did you restart the Mac to see if it would complete the connection by requesting an IP address?
