Sounds like dial up networking lost it's association with IE4 which is why you have to connect via DUN.

Make sure that in the Internet Options window you do have the correct dial up networking connection selected.
Within IE4 goto View then to Internet Options, from there goto connection tab. The dot should be next to connect to the internet using a modem and then click on settings and make sure and your connection is showing in that window.

Also try deleting the connection within dial up networking folder and making a new one.

When you connect via the DUN and then open up IE4, leave it connected for a while. That should rebuild the association.
