i have had a app show up new to me.. when safari could not get onto the Internet a button showed up in the screen.
from there it ran some test on internet server networking(ethernet, airport..) and was able to reconnect me... fantastic.
has this always been there??

This feature is new to Tiger, among the 220 documented by Apple.
