If my computer and modem (US Robotics Sporster Voice factory upgraded to X2) are on and any internet related application is open (Explorer, navigator, internet dialer, PPP control panel, etc.) but not currently connected to my ISP, the computer will automatically dialup my ISP, stay connected for 10 minutes, then after 10 minutes disconnect due to inactivity. 30 minutes later it will dialup again and the whole process will repeat. I can't seem to find any setting in any control panel or internet config that would make the computer take it upon itself to connect to my ISP. I'm stumped.

I would bet your problem is related to cookies. Many websites will set cookies (bits of code containing info about preferences and choices previously made by you) on your hard drive, and these cookies often re-establish a connection after a certain period of time. Most browsers allow you to choose between a) allow cookies to be set; b) warn you before accepting a cookie; (this setting is real interesting, because it shows you how often cookies are set, but also annoying after a while, for the same reason), and c) do not allow cookies to be set at all.
Some people are paranoid about cookies, evidently thinking the CIA will automatically know everything an individual does with his computer, but I think that's nonsense - if cookies bother you, you can choose not to have cookies set, but you will find many websites won't remember past choices you've made, and that can get irritating. Most cookies are set for your convenience.
Just quit your browser and disconnect from PPP when you go off-line.
