There were no themes located. Until at least one theme has been installed, this feature will be unavailable.

The iPhoto themes are located in hard drive/Library/Applications Support/Iphoto/Themes folder. There are several hundred (about 300, I think).
If you don't find that themes folder, then iPhoto needs to be reinstalled, from the iLife '08 disk.

Oh, OK, Mail has the Photo Browser in Leopard. You threw me off track with the reference to photo viewer, and I had to check that out. The Mail Photo browser should not be affected by the link to the themes. It still sounds like iPhoto is not properly installed. Have you moved iPhoto out of your Applications folder, or made a new folder for other apps including iPhoto - that would leave iPhoto in a different path than /Applications/iPhoto ?
Does iPhoto work OK (viewing photos, etc) other than the themes access? Have you tried rebuilding the iPhoto database? Do you have a large number of photos saved in iPhoto (a large number could be more than 20,000 or so.)
Have you tried a simple reinstall of iPhoto yet?
Have you tried repairing your disk permissions?
Last question - How full is your hard drive?

Hi

I have about 3,000 photo's stored on an external HD

iPhoto is working all ok import/export viewing etc

iPhoto is sitting on my apps folder on its own not in the root directory (i.e. not in a folder)

Over 56 GB left on my internal HD

Disk permissions all ok tried that first

Not tried re install of iPhoto yet

Sorry about the referance to Mail I just thought that might help as it was somthing I noticed today as I was using a piece of stationery that could have photo's on it I opened the photo viewer in Mail (button next to staionery) and it just said you must have iphoto 5 and above to use this feature very simalair to the answer I get trying to start a project in iphoto i.e. Untill you install some themes this feature will not work

Try reinstalling iPhoto a second time, but review this thread for other tips...
