Is it at all possible to transfer music lists FROM the IPOD TO the computer?

There are several freeware/shareware that can do this. Bear in mind that Apple made this feature to prevent music piracy. You can find some of them here.

I found the site but when I try to open it, as with other applications lately, this is the message I get and once again I don't understand it or how to get around it.
IPod_itunes.dmg No child processes
??? I just want to download my ipod to my powerbook -- It had crashed and I lost my library. And it has been a long long time since I was a child!!

What operating system and version of it are you using? What machine are you using it in? I would want to know so I can better understand your problem.

I have a Powerbook G4 550 MHz operating on OSX.3.9 This has never come up before the other day when I was try to download Coctail -- I never have had trouble downloading -- I verified my permissions --- but it still comes up

Do you have an old .dmg file you have successfully installed prior to the cocktail download? If you have one try to mount that file. If it mounts you have eliminated the possibility that your disk installer is the culprit and makes the process of your downloading disk images a likely candidate, meaning starting with Cocktail you probably have corrupted downloaded.dmg files. Pleas let me know what happens.
