What is the keyboard shortcut for opening an application (icon) in the dock. Don't like having to click on each time with the mouse.

Well, to prevent yourself from having to click it every time, you could leave the application open and, if you dislike clutter, just hide it (Application menu or Command+H). If you're talking about applications that *are* already open, then you're looking for the application switcher, Command+Tab.
If this doesn't help, please elaborate on your context and desired behavior.

But - I would like to have a keyboard stroke for opening an application from the dock that is not open instead of having to go to the mouse each time and click on the icon.

So, it sounds like you're looking for an accessory like LaunchBar or Quicksilver. These offer a universal shortcut (default is Command+Space) after which you can type an abbreviation (a few letters associated with the name of what you want to access) and press Return to open or a variety of other shortcuts to interact with the item. I've been using LaunchBar almost since I started using Mac OS X full time four years ago.
