After installing a application it states that you can not run it because it is on a locked volume

Doan-I on the volume it's on and give yourself Permissions.

Sorry, word got messed up, should have been Command-I

Highlight the volume (drive) you installed the application on. Then either go to the File Menu to Get Info, or use the Command-I keys. This will open the Get Info window. In the Get Info window, you'll see Ownership & Permissions. You have to set that to give yourself Permissions.
Clcik the Details Arrow, then click the Lock. You'll have to give it your password, to maek changes.

I have serveral people that are getting this error how do I make sure all these folks have access to the application do I have to unlock the whole hard drive or can I just unlock the application in question?

Do you mean you have other user accounts setup, and they can't use the hard drive?

If so, Open your Accounts PreferencePane, click on the User and click Limitations. You can add programs they can use there.

Thier accounts are setup from a server and they do not have a local user account on the workstation

I was under the impression you were using a machine with user accounts. For a server, I believe you need to use the Server to setup permissions, but I'm not familiar with Servers.
