You may have erased the hard drive earlier, and with an OS X install, you can choose to not install the OS 9 drivers. The best way to get OS 9 to reinstall, is to erase the drive again, making sure that the OS 9 drivers get installed. Reinstall OS 9 first, then OS X.
hint - Don't use Norton Disk Doctor on a drive with 10.3 or later installed. Don't even attempt using anything Norton. This will find 'problems' that don't exist because of differences in the directory. Norton's will ruin your 10.4 installation, without telling you, and with no options except to competely erase and start all over.
Make sure for installing 10.4, that you do not have extra PCI cards, even if originally shipped with the G4, such as a SCSI card. These should be removed, then can be replaced after you get the update working.... Same can be said for external USB hubs, if you have any. DO NOT leave a firewire device attached, especially if an older one.

Thank you, Dale. Norton - can I still use to defrag? Also can you recommend something else instead of the Norton Utilities for my mac 10.4? In case I need to initialize in the future for the 9.2 os
what do I do? I cannot remember. Also, there are a lot of movie
files I cannot open - they are microsoft. I am using the mac 10.4 os. Are there any downloads I could use?
Thanks so much.

You can try to download and install Windows Media Player, but you will also find video files on the internet that can't be viewed on the Mac. They may be RealPlayer files, which can be viewed with realPlayer software - you can try that.
There are also two apps that can view many types of video
VLC, and MPlayer. You can find both of these at versiontracker.com
The file system that OS X 10.3 and later uses does not really need to be de-fragmented on a regular basis, many mac users do not use any de-frag software. The system does optimize certain frequently used files automatically.
TechTool Pro is OK
DiskWarrior is still probably the best Disk repair software.
If you update to OS X 10.4.3, you will find that your Disk Utility (in your Utilities folder) will verify your hard drive, if you want to check that occasionally.
