TICKET ARCHIVE -> Mac OS X programs not working

I have Mac OS 10.3 installed (Panther). After connecting my camera to download photos in IPhoto, I noticed that when I went to open Mail, the window for it did not open, nor the banner across the top, but the active triangle to the left of Mail in the dock was on, and when I chose Force Quit under the apple icon, it indicated that it was running.
Similarly, when I clicked on Safari to access the internet, all I get is the banner across the top, but no window.
Similarly, ICal (calendar program) behaves like Mail - no window, no top banner.
In all cases, they are listed under Force Quit when selected.
Other programs like IPhoto are working.
I reinstalled the OS X software, and then Mail works, but still not Safari or ICal.
Any ideas? Please respond in simple terms as I am not too savvy with this stuff.

So, you've tried restarting?, I suppose. Have you also tried repairing permissions? To do so, open Disk Utility, select your hard disk, and click Repair Disk Permissions. Restart and see if your applications start working again.

thanks for the suggestion, but when I click on Disk Utility, and then my hard drive icon, I just get the spinning rainbow circle, same as whn I try to open Safari, Mail, address book and ICal.
Any possible connection to my DSL, which malfunctions whenever my college age daughter and her laptop show up?

Doubtful. There seems to be a problem with your hard disk. I suggest booting from your OS X/System Install Disc and using Disk Utility to attempt to repair your hard disk from there.
