I've got version 4.04 here, and AppleCommandCloverleaf-thingee + B, or pulling down the Bookmark option in the menu should be enough.
Are you saying those options refuse to open the Bookmarks window, because I searched just now on Netscape's support site, and I could no mention of a known bug which causes this to happen?
If this is a real programming issue, it might not hurt to download 4.06 (I think that's what version they're up to).
Solving the problem is usually better than ever knowing how something went wrong.
