Description:
Along with my email (Eudora) I periodically find
a file downloaded to my desktop. When trying to
open I receive an error message "There was an
error downloading this documnt. File does not
begin with `% PDF-`."

Assuming that the file is a PDF document, try opening the file by dropping it on Adobe Acrobat Reader. If that doesn't work, try opening it by dropping it on BBEdit. That will open nearly any document. (You can also try opening it with SimpleText but that may not work.)
