I have seen iBooks with japanese/english keyboards. I have been looking for something simular, except with Simplified Chinese. However, I have not been able to find anything.

Do you know where I can:

a) find a retailer who can supply a powerbook with this configuration

b) Know where I can find a keyboard like this as a replacement part

Thanks for any help you can provide!

The only information I can find is limited.
It looks like any service provider should be able to order a chinese keyboard, but I have never tried. The service part number through Apple simply adds a CN prefix to the part number from Apple. Again, I have never tried this, so I don't know if a service provider in another country can order one.
Ask at an Apple Store, or check some of the info at this link

You may want to call Apple Customer Support, to see if they have a better answer.
