I've seen similar issues to this, but I haven't had luck trying their solutions so maybe I have a unique problem (not likely!).
I'm currently running 10.3.8 w/ 640 MB RAM on a 400Mhz B&W G3. When I try to install the update suggested by Software Update, I get the following error message:
"The update "Mac OS X Update" could not be verified and expanded correctly. Make sure you have permission to write to /tmp/501/TemporaryItems/com.apple.SoftwareUpdate, then try again."
Suggestions that I've read on this board include repairing permissions with Disk Utility (did it twice without success), deleting the 501 folder from /tmp directory as well as going into command and typing sudo softwareupdate -a -i (where I got the same error as before), but I've had no success. I've also tried to download the upgrade from Apple and then install it, but the .dmg file never seems to be complete as it can not seem to mount the disk image.
Anything else I can try? This is update, unlike others, is quite frustrating!

My name is Cheryl and I will be assisting you. How much free space is available on your hard drive? To find this out, just click twice on your hard drive icon. At the very bottom of the screen it will show you how many items and available space on the drive. You need at least 4 GB of space for the installer to work properly.
First, go to Hard Drive>Library>Receipts. When that opens, select View by list and then click on Date Modified from the title bar of the window. Now everything will be in date order. Trash the MacOSXUpdate10.3.9 package.
Next, stay in the Library folder, (click on Name to get back to the alpha list) and open Preferences. Trash the com.apple.softwareupdate.plist file.
Now go to your Home folder>Library>Preferences. Trash the SoftwareupdateCheck.plist file and the Software Update folder.
Double check the location where your downloads go. Make sure you do not have MacOSXUpdate 10.3.9. If you do, drag it to the trash.
Now restart the computer, empty the trash and give Software update another try.

I have 23 Gb free so I should be OK.
I did not see a MacOSXUpdate10.3.9 package so I had nothing to trash. I did see an iSight update (1.0.3) and an Airport update (4.1) but I'm wondering if that is due to the Terminal (sudo softwareupdate) that I tried. I have a log file from that terminal session if it would be helpful for you to see.
Also, I did not see a Software Update folder in home:library so I didn't trash one. There is one in the home:library:caches folder ... is that the correct one? I get a bit nervous trashing something if the path doesn't exactly match.
There is a MacOSXUpdate10.3.9.tar file located many folders deep within the home:library:caches:com.apple.SoftwareUpdate folder. Should I trash that? I'm not familiar with .TAR archives.
Bottom line is that I'm still in the same place. Can you tell me if I should delete the things you suggest in the places I found them? Thanks!

Yes, trash the folder that is in the home>library>Caches... and the tar file.
Empty the trash, then give it a try. Let me know if that allows the install.

Something I should have asked first.... do you have any third party enhancer programs installed on the system? That will include any program that changes the menu or the dock. If so, you need to deactivate it/turn it off, then try.
If that is not the case, the only think I can think of to correct this is to do an archive and preserve install of 10.3, then repair permissions, then install the 10.3.9 combo update from here:

Repair permissions, then use Software Update to get the security updates. Repair permissions again.
Now you will have a previous system folder on the hard drive. You need to compare the Library folder items with the new Library folder. That is the library folder that sits alone on the hard drive.
You want to compare the Receipts and font folders along with preference folder, application support, and Internet plug ins.
