safari and firefox won't play flash content on websites, and won't play videos on google and youtube This problem started after upgrade to tiger 10.4.10 and has continued through 10.4.11. I've repaired permissions, rebuilt directory with disk warrior. I have allow internet plugins active, and have flash plugin in the libraries/internet plugins folder, and am now at a loss for what to do next. I have noted that sometimes, and NOT every time, this proble corrects when I repair permissions, but reappears when I shut down computer and restart later. Am using a powerbook G4.

Have you tried trashing the Flash plug-ins (both Flash Player.plugin and flashplayer.xpt) and reinstalling them by downloading from
Adobe.

Thanks Ben, I tried your advice this morning, in fact I went so far as to uninstall flash player and making sure Flash Player.plugin and flashplayer.xpt were also gone from internet plugin folder, and then download the dmg from adobe and reinstall it. As usual it worked after repairing permissions, but when I restarted the computer the problem persists. The site I use to test this problem is
www.mopar.com as all the content on this site is flash. Another odd quirk is that while Safari and Firefox won't play flash content, Opera will. Any other advice you can offer will be greatly appreciated.

Hmm. Repairing permissions isn't going to change anything because Adobe doesn't use Mac OS X installer packages and thus doesn't plant a receipt in the /Library/Receipts folder. I've tried OmniWeb, Safari, and Camino and neither gives me struggle at Mopar.
In Safari, perhaps try disabling plugins in the Security pane of Safari preferences, going to mopar to see the effect, then reenabling plugins and going again. Firefox probably has a similar preference. Other than that, I can't imagine why a restart is causing problems, and I'll reopen your question for another tech to address.

Disabling plugins in safari preferences didn't help. The problem presents itself when the computer is started, then is corrected when I repair permissions. If I restart the computer the problem presents again. It doesn't matter if I shut the computer down and start it again at a later time, or if I simply restart the computer.
