If you just plug in the router, it should work on default settings. Be sure to restart (disconnect the power plug) on your DSL or cable modem, so that modem will recognize your router hardware.
I have a Belkin router, and the wizard didn't work for me, either.
You can open your web browser (Safari, or whatever you use), and type 192.168.2.1 in the web address window.
That will open the configuration pages for your Belkin router. There, you can change the router settings, turn on security, and other settings. look through the manual that came with your Belkin for more explanation. When you are done changing settings, you will restart the router for those changes to be effected.

note: if you have problems getting the router to restart normally, unplug the power connector, and let the router sit for about 10 minutes completely off.
My Belkin seems to heat up when I change any settings, and seems to work after some cool-down time. You experience may be different, but that's what I have to do with mine...
Hope this helps you....
