Everything is slow, my internet and my programs
thought installing tiger would help but still have same problem very slow
applications takes minutes to open and internet speed is very slow but when
i do a test It's 900-1000

900-1000 what?

You have Tiger installed.
Which Mac model do you have?
How much memory is installed?
Have you tried repairing permissions?
Do you have sufficient free space available on your hard drive? OS X probably works best with at least 3-5 GB of free space available.

Something that I have found very helpful when trying to 'speed up' a Mac with OS X - download one of the good system maintenance utilities, and give that a try. OnyX, Maintain, TigerCacheCleaner, YASU, Cocktail, System Optimizer, Xupport, another couple of dozen are out there. These all do the same task for optimizing OS X, running some periodic scripts, and a few other tasks, that can result in a smoother running system. I like YASU, which is quite simple, and TigerCacheCleaner. Any of these can be found at versiontracker.com some are free, others are shareware.

repair disk permissions -
Open your Applications/Utilities folder - and open Disk Utility
Click on your hard drive to select it - then click on the Repair Disk Permissions button. If you have never done this before, it could take 15 or 20 minutes. With 10.4, a normal permissions repair should only take up to 5 minutes at the most.
YASU will have a check box to Repair Permissions when you run that as an option.
