I have system 3.9 on my Hard Disk.
I have cloned the Hard Disk to Maxtor with carbon copy cloner.
After the cloning I could only start up from the external Hard Disk once.
I have tried holding the option key down when starting from the Macintosh Hard Disk, but only succeeded a few times.
What is wrong?
My plan is to install Tiger om Macintosh Hard Disk after formating the Hard Disk and use system 3.9 from the external Hard Disk.

I had the same problem with CCC. Prior to back up, reformat your Maxtor using Disk Utility. Repair permissions on you Hard Disk, the clone the drive to the Maxtor. Then, repair the permissions on the Maxtor. This should work.
If not, you might consider trying another utility like SuperDuper! which does a great job very quickly and works in Tiger.

Testing SuperDuper! is not finished
I will say thank you to James, who gave me two possibilities how to solve my problem starting up from an external hard disk. I chose SuperDuper!
When I first cloned with DuperDuper!, I could start up from Maxtor external Hard Disk when I used the option key.
Then my computer froze when I used a program from the external, and I had to press and hold the power key.
Now I could not start up from the external.
I cloned again, but it was not successful, so I have to try again.

Remember to repair permissions on the Hard Disk prior to cloning, and on the external disk after cloning and before booting to the external disk. Do you have a utility such as Disk Warrior?

But also use the Disk Utility to repair permissions on the External Drive before you try booting from it. The fact that you can boot from it is good, but the crash suggests broken permissions. Try that and let me know if it boots.

Thank you for the clear advise.
1.SuperDuper repair permissions when I start cloning.
2. I can use Disk Utility to repair permissions on the external drive after cloning and the automatic booting but before I try again.
3. Shall I repair permissions on the external each time I want to boot using the option key?
4. Is it possible to boot from the external without using the option key?
The day after tomorrow I am going to England to my family and stay there 16 days. Shortly after my return I will try cloning after your advise, and let you know.

You should only have to repair disk permissions the first time, after cloning, rather than any time you would like to boot. To start from your external drive each time, you would go under the System Preferences menu and select Startup Drive to pick...well, your startup drive.
